Applications and Permits
Development Permit Application
All entitlements administered by the Planning Division require a completed Development Permit Application (pdf). All appropriate fields of this application must be completed and submitted with an entitlement request. The application also has a list of the plans and documents required with each entitlement. If you have questions on how to fill out this application or what materials are required, contact the Community Development Department. A list to the entitlements administered by the Planning Division is below.
Cost Recovery Fee System
There are two types of fees for entitlements a flat rate or a deposit plus staff time and materials (Cost Recovery). The Cost Recovery Fee System is for certain entitlements which require a public hearing or are in general more complex to process. These applications require a deposit and a completed Agreement for Payment Form (pdf). A cost recovery application means that the applicant will be billed for the full cost of processing the application based on staff time and materials over and above the amount of the deposit. Staff’s hourly rates shall be determined by annual regular work order rates established by the City of Petaluma Finance Department for the given fiscal year(s) in which the application is processed. For applications requesting multiple entitlements, the deposit shall be the sum of the individual application fees and/or deposits.Application Fees
The City of Petaluma’s Fee Schedule (pdf) lists all fees for the entitlements administered by the Planning Division as well as fees for applications administered by the Engineering Division and Inspection Services (e.g. public improvements and encroachment permits). The cost for each application type is either a flat fee or a deposit if the project is a Cost Recovery Application. All fees are subject to a 9% administrative overhead fee.Planning Applications & Permits
