Program Description

The City Manager's Office provides oversight and direction to all City programs and departments to ensure they meet the needs of the community and respond to City Council goals and priorities. The City Manager is appointed by the City Council, and is responsible for carrying out the directives of the Council as well as the long-range strategic planning necessary to accommodate anticipated future growth and development. All employees, except the City Attorney and the City Clerk, are appointed by the City Manager and all department directors report to the City Manager. The City Manager is responsible for presenting the annual fiscal year budget to the City Council, and for making resource allocation recommendations. Throughout the year, the City Manager keeps the City Council fully advised as to the financial condition and the economic needs of the City. The office is also the liaison with other City, County and State government officials on matters of mutual interest.

In addition, the City Manager's Office responds to citizen complaints, coordinates and issues film and banner permits, oversees the cable TV franchise, the solid waste franchise, and the General Plan process. The implementation of the future City Council agenda calendar helps the City Council and the Management Team prioritize and schedule timely consideration of City business before the City Council.
