The Site Plan and Architectural Review Committee (SPARC) is appointed by Council and performs the duties prescribed in the zoning ordinance of the City or other ordinance, statute, rule, or regulation of the State, County, or the City pertaining to securing compliance with the zoning ordinance and promoting orderly and harmonious development within the City. The Committee performs the duties designated by the Planning Commission with respect to site design and architectural review matters.

SPARC has the right and duty to adopt such rules and regulations, standards and policies as it determines for the holding and conducting of its meetings and hearings, the selection of its officers, and for the performance of any of its functions and responsibilities. The Committee does not have the right to employ any person or incur any expenses or obligations against the City, except as provided by and for which appropriations are made by the City Council, pursuant to and in accordance with budgets adopted by the City Council.

SPARC meets on the second and fourth Thursday of each month at 3:00 P.M. in the Council Chambers, City Hall, 11 English Street, Petaluma. SPARC and the Historic and Cultural Preservation Committee encourage applicants or their representatives to be available at the meeting to answer questions, so that no agenda item need be deferred to a later date due to a lack of pertinent information.
